During the 14th Five Year Plan period, China will fully implement ultra-low emissions in the steel industry. Recently, He Wenbo, Secretary of the Party Committee and Executive Chairman of the China Iron and Steel Industry Association, proposed at the meeting.
The steel industry is one of the main industries in China that emit industrial smoke, consume resources, and generate solid waste. According to data, the emission of nitrogen oxides per ton of steel in the production process of steel enterprises is about 1.558-1.717Kg. In addition, the steel industry also emits a large amount of atmospheric pollutants such as sulfur dioxide and particulate matter.
According to data, China's crude steel production reached a historical high of 996 million tons in 2019, and will also maintain a high level in the future. At such a large output, it is urgent to transform and upgrade its ultra-low emissions. He Wenbo pointed out that in recent years, in the exploration of ultra-low emissions from steel, it has been found that there is still an urgent need to solve problems such as insufficient technical reserves, high investment and operation costs of existing technologies, and neglect of unconventional pollutants.
The prominent performance is in two aspects. Firstly, China's steel production still relies mainly on the traditional blast furnace process, with the proportion of electric furnace short process being less than 10%; The second is that the steel industry needs to fully grasp the opportunities brought by the new generation of information technology for industrial revolution, and accelerate transformation and upgrading through emerging technologies.
It is worth noting that at the regular press conference held by the Ministry of Ecology and Environment in July, Director of the Department of Science and Technology and Finance, Zou Shoumin, pointed out that China now has the world's advanced steel full process ultra-low emission technology system. Shougang Qian'an Iron and Steel Company is the world's first enterprise to achieve full process ultra-low emissions, which further shows us the possibility of achieving steel ultra-low emissions as soon as possible.
In addition, in recent days, in order to strengthen the positive guidance role of advanced enterprises, establish industry ultra-low emission benchmarks, and guide other enterprises to implement ultra-low emission transformation work with high quality, the China Iron and Steel Industry Association has issued a notice on publicizing the progress of ultra-low emission transformation and evaluation monitoring in steel enterprises. The purpose is to share more promotable cases with more enterprises and accelerate the process of ultra-low emission in the steel industry.
In response to the two major issues mentioned above, China has also taken corresponding measures. Key areas take the lead. Recently, six ministries including the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued a notice requiring the acceleration of ultra-low emission transformation of steel enterprises in key areas for air pollution prevention and control, such as the Beijing Tianjin Hebei region and surrounding areas, the Yangtze River Delta region, and the Fenwei Plain, and the development of electric furnace steel technology.
On the other hand, He Wenbo suggested that the steel industry integrate intelligent technologies such as intelligent sensors, the fifth generation mobile communication, the Internet of Things, industrial Internet, artificial intelligence, digital twins, big data and cloud computing into the steel manufacturing and operation decision-making process.
Taking the recent hot new infrastructure as an example. Several experts have stated that the new infrastructure will have significant implications for steel companies. The new infrastructure will drive the growth of steel consumption in some areas, and it is expected that the direct steel consumption of new infrastructure will reach about 33 million tons this year; In addition, new infrastructure will play an intermediary and boosting role, promoting the digital, networked, and intelligent transformation of the steel industry, and also serving as an opportunity for steel enterprises to promote transformation and upgrading.
At present, various regions in China have also clearly defined the time nodes for completing the ultra-low emission transformation of steel and implementing emission limits. The governance has also achieved a transition from "single process" to "full process", and control technology has been upgraded from "single pollutant control" to "multi pollutant collaborative control". News of the completion of ultra-low emission of steel has been frequently reported in provinces and cities such as Jiangsu and Hebei.
